Well, your first error is the XHTML Empty Element tag; you use a HTML 4.01 DOCTYPE, but you use " />" to close the empty element as if it were XHTML. Remove the trailing space and the slash and the error goes away. And the second error is simply that there is no "target" attribute on the "FRAME" element in HTML 4.01 Framset. Remove that too and your document will validate.
