Bug in the validator?

Subject: Bug in the validator?

If one looks at the parse tree for this page:

http://www.cse.nau.edu/wdp/Title18/index.html

there are two body tags, and the errors complain of no opening head
element. This doc was converted from word html. I know word html sucks,
but I don't think it should break the validator.

I have verified that the <html><head></head><body></body></html> tags
exist in their proper place.

Any suggestions?
