A menu of languages seems horribly unfeasible, as ISO 639-1/2 (and 3166-1)
offer hundreds of possible choices, and even then there may be languages
not covered by those. Far easier just to enter the desired language in a
text box.
However, I suspect that the individual language versions of a document
will normally be directly accessible by their own URIs, in which case the
extra text box will be redundant. If the different languages are not
available to the validator without altering the Accept-Language header,
then they won't be available to users either.
