I would personally recommend using one of the HTML version accepted by the
ISO, such as ISO/IEC 15445:2000

The ISO has more of claim to be a standards body than the W3C.  This is
not to put down the W3C.  ISO-HTML is really just a slightly modified
version of the W3C's HTML 4.0, so the W3C really did all the development
work.
