My sincere thanks to Masayasu Ishikawa and Tim Bagotm,
who both identified that the source of the problem was
that the server was set up to use HTTP 1.1 whilst the
validator (probably) uses 1.0.  I haven't been able
to change the server configuration, but have moved
the DTD to an older server (OSU web daemon, Open/VMS)
which does support HTTP 1.0 and all is now well.
