Okay. Turns out it's not a bug in the validator-- it's a bug in HTML 4.0
;) One which was fixed in 4.01.

There are indeed problems with the validator; they aren't
technical in nature, though.

Problem 1:
----------
If you are missing a <DOCTYPE> tag, you are given a link to the
explanation at...

http://www.htmlhelp.org/tools/validator/doctype.html

However, this explanation does not mention 4.01 at all. It mentions only
4.0, which is why I used 4.0. I didn't know there WAS another DTD for
4.01.


Problem 2:
----------
The validator defaults to HTML 4.0, NOT HTML 4.01.
