Seamless frames *are* supported in the HTML4 Frameset DTD:

Sound is supported through the object element:
http://www.w3.org/TR/REC-html40/struct/objects.html#edef-OBJECT

I would really consider if any embed equivalent would be worth the
trouble on a site, though:
