Summary: Character Encoding properly declared in XML
                    Declaration, validator incorrectly triggers error
                    anyway (for file uploads).
    Classification: Unclassified
           Product: Validator
           Version: HEAD
          Hardware: PC
                OS: Windows NT
            Status: NEW
          Severity: normal
          Priority: P2

          Assignee: dave.null@w3.org
          Reporter: jab_creations@yahoo.com
        QA Contact: www-validator-cvs@w3.org

When uploading an (*.)XHTML (application/xhtml+xml) file with proper Character
Encoding via the XML Declaration the XHTML validator incorrectly triggers the
"No Character Encoding Found! Falling back to UTF-8." error.
