Thanks.  I looked at the current http://www.w3.org/MarkUp/DTD/xhtml11-flat.dtd
and found the last line in it suspicious; it reads

    ]><html><head><title>title</title></head><body><p>text</p></body></html>

This isn't intentional, is it?
