The flat DTD at http://www.w3.org/MarkUp/DTD/xhtml11-flat.dtd (Last-Modified:
Thu, 15 Nov 2007 14:31:04 GMT) does have the target attribute module embedded
in it.  Do I understand correctly that this is an error in the flat DTD?
