Currently the links to properties definitions point to the CSS2 REC 
org/w3c/css/css/urls.properties has:
@url-base               :       http://www.w3.org/TR/REC-CSS2/

This should be updated eventually, and the anchors updated to reflect those of
the CSS2.1 spec.
