It was probably spurious indeed, or intermittent, perhaps caused by some 
updates to the software. At least I cannot reconstruct the problem:
p { margin: 0; }
passes OK even in CSS level 3 mode.

If you still have this problem, please post the URL (or the exact 
stylesheet, if it is short).
