Could you http://jigsaw.w3.org/css-validator/BUGS.html file this feature
request in the bug tracker? Note that Jigsaw is a web server, you mean
the CSS Validator.

Note that this would mark style sheets that use CSS 2.0 features not
included in CSS 2.1 as invalid. That's not such a good idea. What people
suggested instead is to discuss in more detail in the result which CSS
versions a style sheet conforms to and which it does not conform to.
