CSS 2.1 available

Thanks to Jean-Guilhem Rouel, we now have a CSS 2.1 level in the CSS 
Validator.
See the qa-dev version of the validator at [1].
(choose one of the advanced interface to select CSS 2.1, as the default is 
still CSS 2).
