Of course, CSS2 would still be a Candidate Recommendation as well (and not 
a Recommendation), except that when CSS2 went to REC, there was no CR 
stage. So from a pragmatic point of view, CSS2.1 and CSS2 are at the same 
level (and 2.1 updates 2).
