No, it doesn't, by the time it reaches the validator it contains:

<style type="text/css" media="screen">
		@import url( http://www.stephenfox.us/wp/wp-content/themes/green pelican/style.css );
	</style>

That is not a URL (URLs may not contain spaces, which must be encoded
as %20.)
