The rule:
    a { border: thin solid #996 !important; }
does not validate to CSS3.

<http://jigsaw.w3.org/css-validator/validator?uri=http%3A%2F%2Fstudents.iiit.net%2F%7Edeepakr%2Fstyle%2Fbug-important-css3&warning=2&profile=css3&usermedium=all>

It validates if '!important' is removed.
It validates to CSS2.
