bugzilla and archive approval system

A bugzilla is (finally) available for the CSS Validator:
http://www.w3.org/Bugs/Public/enter_bug.cgi

The settings of this mailing list will be switched to the "archival
approval system" soon, ie when sending your first email, you'll get a
message asking approval for our archive before it reaches the list.
