Distinction between CSS1 and CSS2

I ran into a compatibility problem with browers.  I believe it is related to 
  CSS1 and CSS2.  How do I distinguise these differences.   Also my external 
stylesheet seems to work perfect with Netscape, but does not work with 
Internet Explorer.  Please Help!  Attach is my external stylesheet.  Please 
look and give advice.
