I don't know whether someone has updated
<http://jigsaw.w3.org/css-validator/validator.html.ja> recently, but
it's encoded in EUC-JP now.  Reading the original error report, it
seems it used to be encoded in ISO-2022-JP.  The problem was not
"invalid Shift_Jis sequences".
