I'm using the CSS validator and found something confusing.  The site is
currently offline, so I have been pasting the css into the text box or
uploading the css file.  With each of these, I get no errors or warnings,
but not the satisfying "Congratulations, please use this logo" message.  I
have a stylesheet on a server now, and when I validate via URI, I get the
message, but when I upload the same file, I don't.

I'm not sure if you know this or if this is intentional, but I found it
