CSS Validator

I followed a link to http://jigsaw.w3.org/css-validator/DOWNLOAD.html,
hoping I could download the CSS Validator.  When I clicked on the link
validator-css, Outlook popped up.  Do I request the validator via email?
If so, I am making that request.  If not, how do I get it?
