What does this mean?

I keep getting the following error when trying to validate this page
(http://pilcrow.net/open/) :

org.xml.sax.SAXException: Please, fix your
system identifier (URI) in the DOCTYPE rule.

What does this *mean*?  The DOCTYPE is pulled from your own docs, cut
and pasted with nary a bit out of place, and the message is not very
descriptive.  Thanks.
