    Actually, IANA didn't really decline.  They were never asked.  The IESG
    suggested that IANA was not best suited to the task, so we took the
    reference to them out of the document and began to look elsewhere for a
    registrar.

    I'm curious what IANA's decline of becoming a registration authority
    means. Does that mean IANA does not like being referred to as an
    authority? or do they think DNS should not be used for other purposes
    than domain naming?
