While there is currently no Program namespace, this is being worked 
on in ISO through SMPTE.

All indications are that the studios intend to use it.

We should have some URI scheme that handles this namespace.  But to 
discuss such a scheme now before that work is more fully baked, would 
not be fruitful I think.  We should probably wait.
