IIV.1 could be further refined so that it doesn't contradict III.15.  I 
think IV.1 really means: "don't enable text motion through markup".  Worded 
this way, it actually goes hand-in-hand with III.15 (which basically says 
to allow motion via external manipulation of the position of the TT media 
object's entire rendering area).
