I would like to offer slightly different wording for item III.20 about 
EIA-708B - that it should try to be no less functional.  In otherwords, 
someone should be able to author in TT to target to EIA-708B (and thus 
EIA-608B) output.  This is a bit stronger than "be interoperable".  Also, 
someone should dig up the appropriate ETSI/EACEM specs for teletext and 
captioning.  Ditto for the equivalent ARIB (although we would probably need 
someone active from Japan to make this practical).

Seems important to me to not orphan the existing systems.

Thoughts?
