3GPP work in timed text

Hi all,

Some more input documents here (Apple/DoCoMo proposal and requirements

From what I know about the requirements that the 3GPP has for timed text,
I don't imagine that there will be a One True Format.  However, here's
what I hope evolves:

1.  3GPP defines initial format
2.  IETF defines packetization of that format
3.  W3C defines authoring format that maps to initial format and
packetizaiton format.
