autocomplete=off standardization

I've recently run into a need for the autocomplete=off  attribute to
forms (which allows a
page author to prohibit auto filling of certain sensitive or irrelevant
form fields).

But it's not part of any standard.  What's the process via which it can
be raised for consideration
as a standard?  It is widely implemented.  See, for example:
