Hello!
I couldn't find any information on the use of the TOS value with HTTP. I
don't know if any of the major web-server vendors are using it, so I have
a suggestion to the HyperText Transfer Protocol.

The TOS value should be set to Minimize-Delay for every object (be that
an image file in a <IMG> tag or a plugin or java-applet in a <OBJECT> or
<EMBED> tag) on the HTML page. For any other file the TOS value could be
set to Maximize-Throughput or nothing. HTML-pages are GUIs so why not let
them have higher priority over bulk traffic.

With regards
Pawel S
