Are http URI's required for names spaces?

Could I use fpi:... to identify a name space if I wanted to?  I haven't
looked over the specs yet, but I suspect I could.

What we need is a guid scheme.  That way I can identify my name space as

guid:E30A0ACA5D32ED4C52E0D20381D5AEF7

A guid scheme would probably be useful for all sorts of other things.
