You might want to take a look at Texinfo, the markup language
for Gnu Documentation.  It was originally designed to be flowed
to Gnu-Emacs-Info and to DVI (for paper presentation).

These days it can also be flowed, rather robustly, to HTML using a
tool "texi2html" (apparently of CERN origin).
