query

hello,
      problem is , i am not able to creat file and commit database through
CGI script. my httpd of CERN running on UnixWare can create file in another
user directory. but not in its www/bin (cgi-bin) . it gives error
file permission denied.
Oracle not available.
 the filess which are created in another user are having 'nobody' userid.
Please help me :-(
