The URN stuff that Michael referred to is being discussed in the IETF's
URN Working Group.  You can find out about the current state of the
group's work from:

with the body of the message:

This working group was formed around a proposal for an infrastructure
for supporting URNs.  As Michael mentioned, some of the documents are
moving along towards the RFC track -- these include the Syntax document,
one proposed experimental resolution infrastructure architecture (NAPTR),
and a sample HTTP-based resolver (THTTP).
