For large sites that have a caching proxy, pre-loading info info the 
cache/directory could be useful. Most large mirrors already have
'ls -alR' files around. You could then process these to pre-load the
cache's directory.

A site's administrator could tune the system to reflect the sites policy,
connectivity, network resources etc.
