Hi Sergey – I for one am definitely sympathetic to this issue. Actually
any technology that tries to enforce a law which was written before such
technology existed tends to fall into this trap - enforcing 100%
compliance to a law or regulation that was written at a time when this
kind of enforcement was not even conceivable. Also, I am definitely not a
fan of regional distribution rights. However, don’t current
fully-proprietary non-web DRM systems theoretically also suffer from this
issue? For example, Apple’s iTunes does not restrict content delivery
based on location because this would not allow people who are residents of
one region to be able to download or rent content when traveling in
another region. I’m wondering – is there something we can write into the
spec that could minimize the potential of abuse of geolocation in this way
– e.g. the sandboxing you suggest?  Maybe Philippe could weigh in?
