Preliminary TAG F2F agenda ready for review

A preliminary agenda for next week's TAG F2F is now available for review by 
TAG members at [1]. Except for a few of the administrative details, the 
content was suggested by our incoming chairs, to whom I expect to delegate 
chairing for most of the substantive sessions at the F2F.

A few notes:

* As discussed on the last telcon, the proposal is to use a "camp"-style 
agenda setting process, in which proposals will be gathered and evaluated 
the first morning. Therefore, most of the specific time slots are marked TBD.

* Reminder: there is a Wiki page [2] that you can use for advance 
discussion of possible agenda topics

* There is a space on that same Wiki page that you should use to sign up 
for scribing duties. Each attendee should be prepared to scribe either one 
morning or one afternoon.

* There is a placeholder description for a discussion on layering, but this 
is for the moment just the text we used for our March agenda item. It's 
included partly as a base that we can adapt (Alex, any suggestions?) and 
partly as a reminder of the structure we've typically used for agenda items 
in the past (separate goals and background sections, etc.) We can either 
adapt or remove this for the final agenda. Maybe or maybe not we should 
prepare other similar sections for other likely discussion topics. Let me 
know, and I'll do the editing as needed.
