use undated URLs for latest editor version, governanceFramework and publishingAndLinkingOnTheWeb

Not sure about the file naming and copying conventions, but I'm now using the undated versions:

http://www.w3.org/2001/tag/doc/publishingAndLinkingOnTheWeb.html

http://www.w3.org/2001/tag/doc/governanceFramework.html


as the "latest editor draft", but will create snapshot dated versions when the TAG has a scheduled meeting. 
I have to admit that the TAG seems to have used several use patterns for file names, and I'm vaguely uneasy.

Anyway, comments about substantive comments to www-tag, editorial comments there too, or can just go to editor(s) if you prefer.

We had a TAG call scheduled for today, but there was not sufficient 
attendance to conduct "official business". Instead, those of us who were 
there used the time to discuss publishing and linking informally.

Note that there is no call next week on 26 July.

There may be a call on 2 Aug. Assume that it's on, and I'll let you know if 
we need to cancel.
