Ashok,

read through the "hash in uri" draft after a long time  -- and
one thing that jumped out was that we seem to have lost the
association between mime-type and the interpretation o  the
fragment identifier.

I believe that bit is still important to state up-front, and then
to clarify that the rest of the document is specifically
discussing the emerging usage patterns for the fragment
identifier in mime-type text/html
