I'd oppose any further effort to get anyone (including IANA) to change the operational behavior of their web site based on httpRange-14, or *any* claim that, just because some context uses an HTTP URI to identify what that in that context is considered to be a "non-information resource", this use dictates how the service at the URI's host/port should respond to requests using the URI's path.
