Yikes! http://tools.ietf.org/html/rfc4395 should have obsoleted
and replaced BCP 35 http://tools.ietf.org/html/bcp35 instead of
being accepted as a new BCP 115.

I don't know why I didn't notice this! I'll see if I can get
this fixed. It was clearly a mistake.

RFC 3986 does *not* contain an explicit reference to 2717, it
intentionally references BCP 35 just to allow the process to
be updated, as it was.
