TAG Issue contentTypeOverride-24 is reopened

As a result of consideration of recent developments in the area of
client behaviour with respect to Content-Type information, including

 1) A proposal for an HTTP header feature named 'authoritative';
 2) A proposal for content-type sniffing in HTML 5;
 3) The evolution of both client and server behaviours in practice

the TAG decided at its most recent telcon [1] to reopen the relevant
TAG issue, namely contentTypeOverride-24 [2] [3].

The current state of the TAG's position in this area is given by the
approved finding entitled "Authoritative Metadata" [4].
