oops... before everyone pounces, I should say that fragment identifiers
provide an example of what I call an "ARK-like" rule: If the HXRI is
http://xri.net/=Drummond, and names the resource descriptor, then perhaps
http://xri.net/=Drummond#resource could name the resource itself. Personally
I prefer to not use frgament ids, and to use 303 resolution, but this
practice is well established.
