exploring TagSoupIntegration-54 by cases

The TagSoupIntegration issue is fairly broad
and challenging. After some ftf discussion[7Mar], we're
exploring a number of cases, using this sort of structure
for each one:

 
     1. Example use cases. 
     2. Understand why people do this -- pragmatics to religion.
     3. Situations that justify deviation.
     4. Possible drawbacks with use of this deviation.
     5. Suggested best practice.
