Well, raising it to RDF would mean to handle this inside a W3C working group, such as the RDF Core Working group [1] did. Members of the Semantic Web Coordination Group should know who is responsible. I don't want to waste other peoples time reading our discussion if this is not leading to a W3C standard, so the next thing would be to sum up our points and hand them over to CG [2]. But, who is willing to do that?
