Actually, there is at least one decision relevant to that issue; we
approved the "Internet Media Type registration, consistency of use"
finding.

That finding says "We recommend that section 7.1 of [RFC3023] be
amended ..." so it should stay in "pending" state until such
an amendment is made. Or perhaps an issue more specific
to charsets should be in that state... ah... 
we have issue RFC3023Charset-21.

The finding addresses w3cMediaType-1 to my satisfaction, and
I think it's been announced widely enough. I'm OK to consider
it a bug in the issues list that it wasn't marked closed
in April 2004.
