Let me readdress that.

If you mean that, for web users who only care about browsing the
web, all they care about is that they can consistently access a 
given link to obtain information, and that they don't really care
what the URI identifies or what kind of resource might be
identified, then yes, I can agree with that.

But that would be true for either side of this issue.
