It's important to note that 3023 only implies a commitment to support 
bare names and the element scheme. The xpointer scheme, which is where 
most of the complication arises, is not required. In fact, it's 
specifically prohibited. I suppose the xmlns scheme is also required, 
but it's sort of pointless sans the xpointer scheme since neither bare 
names nor the element scheme make any use  of it.
