[xmlIDsemantics-32] new draft finding

Hello www-tag,

I have updated the draft finding "How should the problem of
identifying ID semantics in XML languages be addressed in the absence
of a DTD?"

Changes in this draft include

- new solutions (in particular "Require Minimal W3C XML Schema
  processing of all instances")

- reorganization of the structuring and grouping of the possible
  solutions
  
- new strengths and weaknesses of existing solutions

- textual improvements, corrections and clarifications based
  on feedback on the previous draft

- extended discussion, and noting of requirements that are
  desirable but may be out of scope
  
- reference to the xml:id Requirements doc
