XML binary compression progress: X3D, XFSP project

Recent results of interest regarding binary XML serialization/compression
are documented in a recent NPS masters thesis.  Such serialization is
useful both for network and file streams.

As per previous post, we're exploring how to apply this to X3D binary format.
